Each entry anchors a protocol event — an identity issued, a provider chartered, a work protected, a consent granted or revoked, a licence struck, a mandate bound, an audit sealed — to a tamper-evident hash chain, ML-DSA-65 (FIPS 204) signed. It discloses no names, contacts, or data contents: only that the record exists, its class and status, and that it is verifiable by anyone.
